The Association recognises that all young people, able bodied or disabled, have a right to grow up as full members of the community. Everyone making the Promise becomes a Member of The Scout Association. It is important that young people are seen as individuals, and that they are regarded equally as Members of the Movement, whatever their abilities or disabilities. Some young people have special needs and require extra resources in terms of appropriate programme and equipment, to enable them to develop their full potential.
