Personal Development Plans
The County has benefited from the successes of its County team. Every member of the County team working towards a “SMART” personal development plan has brought these into sharp focus. Although these plans may need to change in the light of this revised County strategy, the principle of everyone committing to a number of targets for development will continue. It is hoped that this example of good practice will be adopted by Districts so that eventually all District teams including GSL’s and ADC’s will also be working towards agreed personal development plans / objectives.
Target
Every County Team member will have a personal development plan, which will have targets set every 12 months and will be reviewed with their line manager every 6 months. This will be extended to ADC's and GSL's by January 2006.
District Development Plans
For District Teams to identify their priorities and set goals that will support our vision, every District will produce a Development Plan that will focus the District teams on the growth of the current Groups (and how they will be supported) as well as the development of the current District provision into new areas for Scouting. The County can provide some support in planning and writing development plans if this is required.
Target
Every District will produce a development plan to identify key priorities for growth both within the current provision and into new areas. This will be reviewed every six months by District Commissioners and with the County Commissioner every twelve months.
Health Checks
Based on the premise that if the quality of Scouting is good, the numbers will grow, the Health Checks programme is designed to improve quality by supporting Scouters giving them advice and support about programme, problem solving and growing their section. We have provided support and training to all Districts to enable them to develop and operate a health check programme. We recognise that whilst this is working well in a number of Districts, the scheme does not suit all Districts. Where Districts are not running a programme of health checks, we will encourage DCs to identify a method of supporting leaders with programme quality that will suit their District.
Target
County will work closely with District Commissioners to support the ongoing programme of Health Checks in Districts where the scheme is operting. Working directly with the County Commissioner and Headquarters, we will work with those Districts were the Health Checks scheme is not operating to help tailor a programme to suit that Districts needs.
Management and Support Conferences
Working with Headquarters, the County aims to run a conference for GSLs, ADCs, DC, and ACCs to help focus the County on the way forward. This conference will include an update on national policies as well as workshops to help delegates grow Scouting into the future. This conference will be an opportunity for everyone concerned to have an input into where Districts are going and to influence the future of Scouting in Greater London North East.
Target
Subject to funding and or sponsorship, Greater London North East will organise a conference for all Group Scout Leaders, Assistant District Commissioners and District Commissioners every 2/3 years.
