Our Vision and Strategy: 2005-2008

County Review

When our County was formed in 1965, North East London was a very different place, since then we have seen changes and mergers as the County has evolved. With the welcome addition of East London District as the latest change to our structure, it is time to ensure that our County support structure is sound and that the existing Districts are appropriate to take us into the next ten years. To achieve this we intend to hold an independent review of the County Structure to identify the best possible model for the future.

District Reviews

In the same way that the County review will consider support to Districts, Districts will need to review the way that they support Groups. In the first instance the emphasis will focus on the structure of Groups and their management. We believe that Groups will begin to grow when they are of sufficient size to offer good and exciting programmes to our young people. This does not necessarily mean that any Groups will close, but may require Groups to work together in clusters to ensure that there is a clear roadmap for every young person who joins us to become a Queen’s Scout. However, where groups continue to fail, closure is inevitable. As Districts begin to develop stronger Groups, the County will focus on initiatives, which will grow Groups. This will be achieved by encouraging participation in the Charter Mark and Pride Award initiatives.

Child Protection

It is the policy of The Scout Association and Greater London North East to safeguard the welfare of all members by protecting them from physical, sexual and emotional harm. We will always take into consideration the interests and well-being of our young people, respect the rights, wishes and feelings of our members, take all practicable steps to protect young people from physical, sexual and emotional abuse and promote the welfare of young people and their protection within a relationship of trust.

Target

All Districts will sign up to a programme of child protection awareness seminars and will encourage all leaders to attend so that by September 2006 every leader will have received an update to ensure we are keeping children safe

Target

Every leader going through their leadership training will receive 'Child Protection' training and this will be followed with regular seminars/briefings on the subject at District Level, supported by the County Child Protection Co-ordinator. The County fully endorses the 'Yellow Card.'

A Sound County Executive

We are all proud of the successes our County Executive can boast and we intend to build on this success. To do this over the long term we need to look at succession planning, encouraging new members onto the Exec so that they can learn how the County works. We are also committed to ensuring that all trustees within Greater London North East (County, District and Groups) are aware of their responsibly and supported appropriately. To achieve this we will offer training to executive members and the County Executive will continue to support District Executives with their operation.
