Purpose of the Role
To lead, support, and inspire the delivery and continuous improvement of an exciting, adventurous, inclusive Cubs and Scouts programme across the GLNE County.
The role focuses on developing volunteers, strengthening programme quality, championing youth-shaped Scouting, and ensuring every young person experiences safe, fun, and engaging activities that help them gain skills for life.
Key Responsibilities
Programme Quality & Development
- Support District and Group volunteers to deliver a balanced, age-appropriate, high-quality programme aligned with The Scouts’ Programme Standards.
- Share programme resources, ideas, term plans, challenges, and activity support to ensure creativity and consistency across Cubs and Scouts.
- Promote adventurous activities and ensure the programme remains exciting, relevant, and accessible.
- Monitor programme quality county-wide and encourage best practice.
- Support sections to embed youth-shaped Scouting in planning and decision-making.
Volunteer Support & Leadership
- Mentor and motivate Section Leaders, Assistant Leaders, District Leads, and programme-focused volunteers.
- Support recruitment, induction, and ongoing development of volunteers within Cubs and Scouts Sections.
- Facilitate regular section-specific forums, training sessions, and best‑practice sharing.
- Provide guidance and coaching to build confidence and capability across the volunteer team.
Events & Activities
- Lead or coordinate County-level events, such as camps, challenge days, hikes, competitions and activity weekends.
- Oversee safe, inclusive planning for all events, ensuring alignment with programme goals.
- Encourage inter‑District collaboration and shared opportunities for young people and volunteers.
- Support large‑scale County events as required.
Safeguarding, Safety & Inclusion
- Promote a culture of safe, inclusive Scouting across Cubs and Scouts.
- Ensure volunteers understand and apply Scouts’ safety, safeguarding, risk assessments and Nights Away requirements.
- Encourage inclusive practice so all young people can participate fully.
Communication & Collaboration
- Act as the County’s key contact for Cubs and Scouts, maintaining strong communication with District teams.
- Provide updates, reports, and insights to the County Leadership Team or County Commissioner.
- Collaborate with Youth Programme Leads for other Sections (Squirrels, Beavers, Explorers, Network) to ensure progression and programme continuity.
Person Specification
Essential
- Supports and demonstrates The Scouts’ values.
- Experience delivering programme within a section or district.
- Strong communication, planning, and organisational skills.
- Ability to work collaboratively with volunteers of all backgrounds.
- Positive, encouraging, and proactive attitude.
Desirable
- Experience managing teams or leading projects.
- Knowledge of programme planning across multiple sections.
- Creativity in designing activities, events, and programme ideas.
- Comfortable using digital tools for communication and programme support.
Time Commitment
- Typically 2–4 hours per week, depending on events and projects.
- Attendance at some County meetings and key events.
- Occasional weekend commitments for camps, events, or planning sessions.
- Additional time during major County events (e.g., camps).
Appointment Requirements
- Completion of the adult appointment process.
- Wood Badge training for the role (or willingness to work toward it).
- Completion of mandatory safety, safeguarding, and compliance training.
- Commitment to Scouts’ policies and standards.
