Role Purpose
To provide inspirational, supportive, and effective leadership to the Explorer Scouts (14–18) and Scout Network (18–25) provision across GLNE County. The role ensures that young people are empowered, supported and offered high‑quality programme experiences, while also enabling adult volunteers to thrive.
Key Responsibilities
Strategic Leadership
- Lead the development and delivery of the County strategy for Explorer Scouts and Network.
- Ensure the County is offering a consistent, high‑quality 14–25 programme aligned with national Scouting goals.
- Identify development opportunities and support new units, hubs, and participation models.
Volunteer Support & Development
- Recruit, mentor, and support members of the County Explorer & Network teams.
- Provide guidance, coaching and practical help to District Explorer teams and Network volunteers.
- Promote a positive volunteer culture, recognising and valuing contributions.
Programme Quality & Delivery
- Ensure the programme for 14–25s is adventurous, inclusive, youth‑shaped and safe.
- Coordinate County‑level events, camps, activities and awards (e.g., DofE, Kings Scouts Award).
- Encourage youth participation and empower young people to take leadership roles.
Partnership & Collaboration
- Work closely with District teams, County programme leads and specialist advisers.
- Build links with external partners (e.g., activity centres, colleges, community groups) to expand opportunities for young people.
Safety, Inclusion & Standards
- Champion best practice in safeguarding, inclusion and risk management.
- Ensure compliance with policy, safety procedures and volunteer training requirements.
- Promote accessible Scouting for young people from diverse backgrounds.
Communication & Engagement
- Regularly communicate opportunities, updates and successes to the County.
- Facilitate youth voice and representation at County meetings and decision‑making forums.
- Represent Explorers & Network at County forums, committees and national connections events.
Person Specification
Essential
- Strong understanding of Explorer Scouts, Scout Network, or youth programme delivery.
- Ability to lead, motivate, and support volunteer teams.
- Good communication, planning, and organisational skills.
- Commitment to inclusive, youth‑shaped Scouting.
- Ability to build positive relationships across multiple teams.
Desirable
- Experience running large activities or events.
- Knowledge of awards schemes (e.g., DofE, KSA).
- Previous County or District leadership experience.
- Ability to coach, mentor, or develop other volunteers.
Time Commitment
- Flexible, typically 2–4 hours per week depending on County size
• Occasional weekend or evening commitments for events or meetings
